Crews will begin working on a Mill & Overlay, or resurfacing, project in Rural Grand Forks County after the Memorial Day weekend. The project will be starting with spot repairs and move to the full resurfacing shortly after the spot repairs are completed.
This project is commissioned by Grand Forks County, in cooperation with the North Dakota Department of Transportation and the Federal Highway Administration, and will be resurfacing the following roadways:
- Grand Forks County Rd 5 from ND Hwy 15 to Grand Forks County Rd 6, and
- Grand Forks County Rd 6 from Grand Forks County Rd 5 to Grand Forks County Rd 3
The project general contractor is Knife River Materials from Bemidji, MN.
WHAT TO EXPECT DURING THE PROJECT?
The project will begin with spot repairs in isolated areas along the project to correct underlying pavement issues. The entire project will then be resurfaced by mill and bituminous overlay:
- A small portion of the top of the pavement will be removed from the surface of the roadway using a milling machine.
- Tack oil will be sprayed to stick the new pavement to the existing pavement.
- A paving machine will be used to place asphalt on the new roadway surface.
- A roller will be used to compact the asphalt.
Once the pavement is placed, compacted and striped, the area will be reopened to traffic. The area of active construction will be kept as small as possible and will move sequentially as each section of the roadway is completed.
WILL THERE BE FLAG PEOPLE AND A PILOT CAR?
Yes. Flaggers and signage will be present on-site during construction. A pilot car will lead traffic through active construction areas.

Construction is currently anticipated to start on May 29, 2024, and be complete by the end of June 2024. Construction progress will be dependent upon many factors including but not limited to weather.
