CPS is one of North Dakota and northwest Minnesota’s most respected providers of civil engineering services. We work mainly with communities, businesses and governmental agencies.
Municipal Engineering
Our engineers provide information and guidance that helps community leaders make informed decisions for their constituents. Some of our project managers have previously served as public administrators, so we understand the unique situations (and constraints – budget or otherwise) that community leaders face. We recognize that there is often more than one answer to a problem, and that to find the best solution one must balance current needs, budget constraints and expected growth. We have extensive experience in both updating older utility systems and designing new ones, and we know when a repair or a new system is best suited for the issue at hand.
How we can help you
Our experience provides the level of confidence that community leaders need to make decisions regarding municipal engineering issues, including those in the following types of projects:
- Stormwater
- Wastewater
- Water Distribution, Storage & Treatment
- Pumping Stations
- Bridges
- Streets & Roads
- Pedestrian Facilities
- Feasibility & Engineering Reports
- Grant Applications
- Cost Of Service Analysis
- Planning Documents
- Construction Administration
- Pavement Management

Environmental & Solid Waste Engineering
Our experience in environmental engineering has earned us the reputation as a “leader in solid waste engineering” in the eyes of the North Dakota Department of Environmental Quality. We have expertise in almost every aspect of this field, from siting and design to the operation and closure of both Subtitle D and inert waste landfills, as well as balefills and compost facilities. We can perform complex and detailed groundwater monitoring analysis and reporting, as well as gas sampling and emissions reporting. We can develop operational plans and take part in remedial action plans and implementation.

Construction Engineering
Our managers, engineers, technicians and land surveyors have the necessary experience, knowledge and resources to ensure that projects are developed using quality materials and proper construction methods, and that accurate and complete documentation is provided. Our CPS construction engineering team has worked with many governmental entities and understands the procedures, requirements and documentation required for federal, state and local agencies.
Pavement Management
Pavement management is a set of strategies developed to optimize the maintenance of paved assets. Many agencies, communities and facilities go about pavement management with a “worst-first” philosophy. Under this strategy, pavement is often allowed to deteriorate to a nearly failed condition before any preventive maintenance or pavement rehabilitation is applied.
Pavement management systems are designed to be more cost-effective. They typically employ a database to track existing and historical pavement condition data, along with decision-making guides which determine the most economical maintenance strategies. The philosophy here is to treat pavement with lower-cost preventive maintenance treatments such as slurry seals, chip seals and crack seals, thereby extending its service life. Developing and implementing quality pavement management systems is critical in assisting agencies, communities and facilities in determining the most economical way to manage paved assets. Our team is experienced in developing pavement management systems and can perform initial pavement evaluations, data input and analysis, as well as pavement condition analyses.
